A new ‘master contract’ has been advertised for the provision of mobile communication services to the government, which would see many civil servants receiving unlimited free mobile data.

The tender, advertised as ‘Request for Proposals for the Supply and Delivery of Mobile Communication Services to the State’, stipulates: ‘The state requires uncapped data without applying a fair usage policy.’

This would remove any limits which might be introduced to prevent abuse. The contract specifies that provision should be made for those receiving mobile services through this contract to be able to purchase airtime for personal voice calls and SMSes, but not for data.

The new contract envisages each user receiving a limit of R500 per month in services, excluding the unlimited data.

This contract should be awarded and operational by 1 April 2021.
