Germany is to legalise the recreational use of dagga for adults.

The legalisation of the drug was part of the coalition government’s manifesto, announced last year. The coalition is made up of the Social Democrats, the Greens, and the liberal Free Democrats.

The plan is still to be approved by the Bundestag, the country’s legislature, but it is believed that dagga will be legal by 2024.

The only country in the EU which has fully legalised cannabis is Malta, with the sale of small amounts of it in ‘coffee shops’ in the Netherlands tolerated.

The German health minister, Karl Lauterbach, said that prohibition had not worked but that the market would be firmly regulated.

The state government in Bavaria condemned the plan and said that it could lead to Germany becoming a hub for ‘drug tourism’.
