A senior Ukrainian official has denied agreeing to the outline of a Trump administration peace plan after US officials said Kyiv had accepted most of its terms.
Rustem Umerov, secretary of Ukraine’s National Security and Defence Council, said on Friday he did not discuss or approve any part of the 28-point proposal, reported Reuters. Washington had claimed the plan was drafted following consultations with him and that he endorsed the majority of it before passing it to President Volodymyr Zelensky.
Zelensky has confirmed receiving the plan but has not commented on its details, saying only that Ukrainian and US teams would work through its points. The Kremlin said it had not been told Kyiv was ready to negotiate.
The document, seen by Reuters, includes major concessions to Russia. Ukraine would withdraw from territory Moscow claims, be permanently barred from NATO and cap its armed forces at 600,000 troops. Sanctions on Russia would be eased and frozen Russian assets channelled into an investment fund.
European governments were excluded from drafting the plan. EU foreign policy chief Kaja Kallas said any workable proposal must involve Ukraine and Europe.
The push comes as Russian forces make gradual gains along the front line and Kyiv faces political strain at home.
